Found the problem, you need to delete or chmod to 777 the directory archive_tmp from the public_html main dir!

You had the directory there from when you made the cloning!
Second, when installing/upgrading with JoomlaStart, the script needs a temporary directory to work with, and that is archive_tmp, i didn't had the right permissions to allow the script to write files to it!

Ok so your saying I need to manually create this directory or it is created by the cloaning and I just need to make sure that I delete it when I am done?
Was there some place this was written and I missed it?
Ok now that you deleted it I am going to try it again see what happens now.
