Hi there! To fix that error please re-download the jcron package http://joomlacode.org/gf/download/frsrelease/8134/39684/com_jcron1.3.zip and reinstall it on your new site!

As for the cron command, i am not sure what you asre supposed to run, but if you are on a windows host, most probably fsockopen or url is your best choice!
