Hi there! JoomlaStart was not developed for this purpose, to handle custom made files, however you could try JoomlaCloner, it will come much handy and it has support for .zip, .tar and .tgz files!

About the JoomlaStart tar type, yes, it's possible but as i said, it's purpose is to be a one file to upload and run, adding more code will make the file harder to work with!
