Hi there! Try and leave permissions to 755 for the folder where Joomla.Start.php is in and also for the file itself!

If you still have no luck using it, try and use the JoomlaDesktop utility we have here http://www.joomlaplug.com/Tools/JoomlaStart/JoomlaStart_Desktop_Installer.html
