It seems that the restore process is not finished completely, i would suggest you increase your max_execution_time variable to a bigger value in your php.ini!

Are the two joomla sites the same release.
ie backup was from a joomla 1.10.0 and you are trying to clone onto a joomla 1.8.0 ?
When i tried it i got an error.
All i did was created a CLEAN install of 1.10.0 and the transfer worked fine.

In simple terms if i tried to clone a lower release number to a higher release number the cloner.php didn't make it to the new clone.
If you are trying to clone onto a lower release number, it seems to work better if you update the recieving site before trying to clone.
